The Punjab Assembly’s Standing Committee on Interior on Wednesday passed the Motor Vehicles (Amendment) Bill 2026, paving the way for significant changes to the rules governing underage motorcycle riders in the province.
According to the approved legislation, individuals aged 16 years will now be permitted to legally ride motorcycles. The committee also endorsed the launch of a Juvenile Driving Permit for young riders, creating a separate and organized legal system for motorcycle users between 16 and 18 years of age.
The proposed legislation requires the concerned licensing authority to issue juvenile driving permits and make sure that young riders follow defined rules, supervision arrangements, and safety standards.
The bill is intended to control the rising number of underage riders without licenses, improve road safety, and lower the number of traffic accidents. It also suggests amendments to the Motor Vehicles Ordinance 1965.
After being approved by the committee, the bill will now be tabled in the Punjab Assembly and will become law once it gets final approval.
