The federal government has formally discontinued the widely used “Personal Baggage” facility for the import of used vehicles and has imposed stricter conditions for overseas Pakistanis under the Gift and Transfer of Residence (TR) schemes. This decision was notified through SRO 61(1)/2026, issued by the Ministry of Commerce on January 15, 2026, signaling a significant change in the country’s auto import regulations.
Under the latest revisions to the Import Policy Order 2022, all mentions of the Personal Baggage scheme have been eliminated, effectively ending one of the most common methods for importing used cars into Pakistan. Authorities state that the step has been taken to plug regulatory gaps, strengthen monitoring mechanisms, and enforce improved safety and environmental compliance for imported vehicles.
The removal of the Personal Baggage facility is likely to slow down the import of used vehicles in the near future, which could help bring stability to prices in the domestic market.
